This is a results summary of a survey of New Zealand Unit (NZU) holders in the Emissions Trading Scheme (ETS) which we conducted in April and May 2025.

This is a results summary of a survey of New Zealand Unit (NZU) holders in the Emissions Trading Scheme (ETS) which we conducted in April and May 2025.
The survey was done to better understand who holds NZUs and how they plan to use them as part of supporting an efficient and effective market.
The report isn’t a complete picture of market behaviour. The survey was sent to over 13,600 NZU account holders with 314 responses — a 2.3 percent response rate.
We captured information on 32 million NZUs – about 20.4 percent of all privately held units in the ETS at the time. We also have qualitative insights into some NZU holder perceptions and decision-making related to the ETS and their NZU holdings.
The results will not be used to update the Government’s ETS modelling or analysis.
