New Zealand's global greenhouse gas emissions

Please provide all emails, meeting notes, communications, minutes, research or other documents, both internal to the department and to/from the Minister’s office or to/from other sources, in regard to the composition of the following statement that appeared in the [Zero Carbon Bill] Discussion Document’s Executive Summary: “Although New Zealand’s share of global emissions is very small (0.17 per cent), countries like us make up around 30 per cent of total emissions.”
