“Any information held relating to the consideration of a policy option under which the government would allocate greenhouse gas emission permits to individual persons or households.
“To help in finding the requested information, the main terms used for the above concept and proposed schemes in public discussion are: ‘carbon rationing’, ‘personal carbon trading’, ‘personal carbon allowances’, ‘domestic tradable quotas’, and ‘tradable energy quotas’.”
