What advice did the Waste Advisory Board given to the Minister prior to the issue of the General Guidelines for Product Stewardship Schemes for Priority Products Notice 2020 on 29 July 2020? Under section 12 of the Waste Minimisation Act 2008, before the Minister publishes guidelines, he or she must seek and consider the advice of the Waste Advisory Board.

12.1 The Minister may, by notice in the Gazette, publish guidelines about the contents and expected effects of product stewardship schemes for priority products.

12.2 The guidelines may be general guidelines or guidelines that apply to 1 or more products. 12 (4) Before the Minister makes any guidelines, he or she must—

  • obtain and consider the advice of the Waste Advisory Board; and
  • be satisfied that there has been adequate consultation with persons or organisations who may be significantly affected by the guidelines.

On 29 July 2020 the Hon. Eugenie Sage, Associate Minister for the Environment, acting under delegated authority, issued General Guidelines for Product Stewardship Schemes for Priority Products Notice 2020 (NZ Gazette 2020-go3342).
