Details of the request
I request the following information on behalf of the Commissioner:
· Any briefings provided by MfE or other departmental officials to a Minister or Ministers relating to the decision to use gazette notices for emissions budgets (rather than another form of delegated legislation, such as a disallowable or confirmable instrument);
· Any Cabinet paper or papers which were provided to Cabinet in relation to the decision; and,
· Any other documentation which records the rationale for the decision, and/or any other options considered by officials.
