Pre-notification engagement of a draft transitional NPF proposal

The new Natural and Built Environment Act 2023 (NBA) requires pre-notification engagement.

The following groups need to be engaged with as part of the development of the transitional National Planning Framework (NPF) proposal:

  1. iwi authorities, groups that represent hapū, and groups that represent Māori (other than iwi and hapū); and
  2. individuals or organisations that the Minister considers representative of the local government sector; and
  3. customary marine title holders recorded on the marine and coastal area register under the Marine and Coastal Area (Takutai Moana) Act 2011.

Involving critical partners and stakeholders ahead of the public notification of the transitional NPF proposal will ensure:

  • meaningful involvement in the development phase of the proposal;
  • the NPF is a more robust proposal ahead of consideration by the Board of Inquiry (BOI). 

An ‘engagement draft’ of the transitional NPF proposal is now being released to those groups. They can provide feedback between September and December 2023. This feedback will help inform the transitional NPF proposal that is expected to be notified for public submissions in April 2024. The submissions will be considered by an independent BOI. 

The engagement draft is available for the public to view during this initial period. Feedback will be sought more widely once the proposed transitional NPF is notified.
